Key Proposals:

Sweden is urging the EU to implement a total ban preventing European companies from providing any services to Russian vessels transporting oil, gas, and coal. This would include prohibitions on transport operations, ship-to-ship cargo transfers, insurance coverage, and port repair services.

Additional recommendations include sanctions on Russian fertilizer exports and ending EU luxury goods exports to Russia. Stenergard emphasized frustration over wealthy Russian consumers' continued access to premium Italian fashion and French wines.
